WebAtomic is one of the strongest tanks and can actually survive without a healer against some bosses due to the amount of healing it puts out; it is also extremely fun to play imo and does decent damage for a tank as a bonus. You can easily get to max CR without money, but that's not where the p2w aspect comes in, that would be artifacts. WebSince 2011, my experience with the three tank powersets is that Atomic is the most powerful due to the damage output and being able to heal off combo and enemy attacks healing the build through artifacts. I think a close second is Earth, as I have been experimenting with an Earth build for the last several weeks.
